*From 1st July 2008 VICNISS Quarterly and Year to Date (YTD) reports will reflect the financial year calendar. For example, reports due to be posted in December for data collected in July/Aug/Sept 2008 will be referred to as Q1, 2008/2009. This will mean that reports will look different to previous reports.

New Operations Director for the VICNISS Coordinating Centre

The Coordinating Centre is delighted to welcome Clinton Dunkley to the position of Operations Director. Clinton moved from his position as Senior Program Advisor Infection Control in the Quality and Safety Branch, Victorian Department of Human Services and commenced at the VICNISS Coordinating Centre on 22nd September. He brings considerable project management experience from his previous role, and enthusiasm to contribute to the expanding activities of the VICNISS program.

VICNISS Annual Report Launch

The Hon Daniel Andrews MP, Minister for health launched the VICNISS annual report on 5 September 2008 at the Royal Melbourne hospital. Over 50 people attended the launch, where the Coordinating Centre staff presented on the SHIINe software, Type 2 program, future directions of VICNISS surveillance and an overview of the past 12 months.

2008-09 Statement of Priorities and Performance Framework

Statements of Priorities (SoPs) are the key accountability agreements between Health Services and the Minister for Health. The annual agreement ensures delivery or substantial progress towards the key shared objectives of financial stability, improves access and waiting times, and quality of service provision.

There are four Quality and Safety key performance indicators in the 2008-09 Statement of Priorities that may involve infection control teams; Cleaning, Hand Hygiene, VICNISS data and VICNISS performance.

Key Performance Indicator 8: VICNISS performance has been included in the SoPs for 2008-09. This measurement is based around a hospitals performance and outlier status for:

  • Hip Arthroplasty;
  • Knee Arthroplasty;
  • Caesarean section;
  • Coronary Artery Graft Surgery; and
  • Adult Intensive Care Unit patients with central lines.

Type 1 Surveillance Update - De-identified Report

The Type 1 Hospital Level De-identified Data Report for Quarter 2, 2008 will not be available until later in the year. You will be informed as soon as you can access these reports using your hospital username and password on the Type 1 Reports login page and for those few Type 2 participating hospitals, from the Type 2 Reports login page.

Type 2 Surveillance Update

As of 1st January 2008, the process indicator surveillance module reports highlight those Type 2 hospitals that did NOT achieve the following thresholds:
Surgical antibiotic prophylaxis – choice Inadequate or unknown <25%
Surgical antibiotic prophylaxis – timing Inadequate or unknown <40%
Surgical Antibiotic Prophylaxis – Duration Inadequate or unknown <20%
HCW Measles Vaccination Susceptible staff <20%
HCW Hepatitis B Vaccination Susceptible staff <20%
Peripheral Venous Catheter Use PVC removed /replaced within <96 hrs >90%

The Chief Executive Officer and Infection Control Consultant at these hospitals are notified via letter by the VICNISS Coordinating Centre. The DHS Quality and Safety Branch ask that these hospitals respond to the notification by letter. The letter is to outline an action plan for investigating and addressing the threshold ‘failure’. The letter is to be returned to the VICNISS Coordinating Centre within three weeks of the notification. Once received, this information is passed onto the DHS.

Influenza Vaccination Data

This year, the staff influenza vaccination data collection form due date for submission was 30th September. The rates for each hospital/health service are to be calculated according to one or more categories - the number of categories will be dependent on the level of data that was provided. There are four possible categories - 1. Total (Category A+B staff) vaccinated, 2. Category A staff vaccinated 3. Category B staff vaccinated and 4. Each category A staff group (Medical, nursing, allied health, laboratory and other) vaccinated.

SHIINe Software Update

The SHIINe software has been successfully piloted at St Vincent’s and Barwon Health. The next stage is the roll out to all Type 1 hospitals. Health IQ Pty Ltd has been contracted to execute the roll out in conjunction with the VICNISS Coordinating Centre. Most hospitals have been contacted by Simon Burrell or Judy Brett to organise a meeting with hospital executive sponsors, IT and ICP’s, to discuss the roll out project.

A special end of year Christmas journal club session will be held in December. When available, the final details of the Journal Club will be posted on both the VICNISS and VICPA websites:
